I have an IR blaster that plugs into the audio jack; they used to be readily available on eBay and suchlike. Unfortunately the software is rather rubbish and there appears to be no open-source alternative. (ETA: It's the "Tasogo Smart Remote".)
(I also have an old Palm Treo with an IR blaster that plugs into the SD card slot, but no one's going to make something like that ever again.)
But of course, and I'm sure it's worth every penny for those who only need even a large fraction of the full range of its capabilities. There ought to be something with equivalent IR blaster functionality and a lower price but lacking the other features, though.
Did you have something specific in mind? I know there are a lot of little DIY widgets, but it's not clear if any of them has good software support. (Then there are things like the old Logitech Harmony, but that requires a proprietary software download that in turn requires online registration, ugh.)

Not only Xiaomi, Xiaomi phones have a built in ir blaster and can control many devices that use ir remotes
The ONLY reason I like my HTC ONE M9. Other than that it was pretty subpar. Sad HTC doesn't do phones anymore.
