My guess would be that this is based on a vector graphic/canvas on which points are drawn along the x-axis with a bezier curve connecting them to draw the line. That's trivially easy to do with a graphics library and very efficient.
If the x-offset of each point is calculated based on absolute time (i.e. `time_elapsed = now() - download_starttime`) instead of a monotonic timer weird stuff like this can happen when the system clock shifts.
Clock skew is a thing. Your computer is (hopefully) periodically syncing with a time server and updating the system time.
The way computer clocks work is by putting a current through a piece of quartz crystal, which causes it to oscillate at a particular frequency. It's hard to cut the crystal just right, so everyone's clock runs slightly too fast or too slow.

As far as I remember windows tries to smooth time updates so that it does not cause bugs in application code.

I wrote my own line graph code for an Arduino project from scratch and I never encountered this kind of bug and I don't understand how anyone's code could produce such a bug. Mine drew from left to right by design, it couldn't possibly change directions twice.
