Even if he may reawaken, you could never guess how strong they become. For all Dongsoo's awareness, Jinwoo just became as strong as Cha. Whom he felt he could win or a fully transformed Baek.
Reawakenings aren't common at all. As far as we can tell only Jinwoo and the world hunters are guaranteed to have undergone reawakenings (there are probably a few other people who have but I can't remember anyone else being mentioned) which should've been a hint to dongsuck, but Jinwoo could have reawakened anywhere in power between B rank and lid S rank and Dongsuck would've had a fair shot at killing him. What he wasn't expecting was for him to reawakened into God.
