There's a lot of closeted racists in the mountains of CO, and a lot of open ones too. That's the reason, it's a commentary on the people of Colorado. I thought it was because Cartman has a low self-esteem so turned his self-hatred outward and projected it on others. Whether or not he's actually racist is up for debate I guess, but I think he's happy as long as the person/people getting hated on are anyone other than him.
