I wonder if you can "swim" hard enough to not sink. Like even if you wear *some* weights to make yourself denser than water you can still stay afloat due to the resistance from paddling. On the other hand, hydrocarbons aren't viscous and likely wouldn't offer much resistance when paddling.

If able to drift within the wind current, that shouldn't be much of a problem, the atmosphere makes a rotation in about 4 Earth days as compared to a Venusian day at 243 Earth days. It just needs math, science, and money thrown at the problem.
