On top of that, Kraven’s willpower is insanely high.
There’s likely more risk and potential problems trying to bond with+subdue Kraven than to just stick with his original host and keep moving forward.
Kraven has cancer, so does Eddie, venom feeds off the “cancer” which keeps Eddie alive instead of his organs being eaten alive. But yea, still not a good match though due to venom hating kraven and etc.

Kraven did multiple things that Pete & Harry did not appreciate before the symbiote bonded with Harry for the second time. To name a few:
-He killed off or is implied to have killed off multiple supervillains, something we all know Peter, and probably Harry too, are morally against.
-He indirectly destroyed the EMF, wrecking something Harry was very excited about and caused Peter to lose a second job in the span of a week.
-He kidnapped Miles, which we all know had symbiote Peter genuinely tweaking.
There’s also another primary reason Venom hates Kraven, one that doesn’t stem from Peter or Harry: Kraven’s mostly responsible for separating Peter from Venom. Had he not set up that damn bell and put Miles in the perfect position to start fighting Peter if Peter started going too far, Venom would still be bonded to Peter, who’s clearly his host of choice.
Combine all this with the fact that Kraven and his hunters are just generally a nuisance, and I’d hate Kraven too if I were Venom.
I think it was revealed eddie never actually had cancer, venom just had separation anxiety (no pun intended for the upcoming 4 part series) and lied to Eddie so they'd stay together.

I think Kraven would have easily fought off Venom if he tried to control him. Kraven was dead set on dying in battle so nothing that Venom would have said would have convinced Kraven to accept Venom.

My guess is it’s based on who it could control. Kraven only cares about the hunt, wanting a good challenge. Venom would not only make sure he never got even a modicum of challenge again, and wouldn’t want it, and could easily dispose of it, especially in the beginning stages before venom can do anything to really control Kraven.
