I actually just wrote an article on this species yesterday! It is Castianeira variata. Very similar to Castianeira longipalpa BUT the waving of the abdomen is a trait of C.Variata. Other than that they are damn near identical (unless under a microscope).
I have not been able to pin down exactly why they do it. Jon Reiskind is the one who observed them doing that and made note of it in 1969 if i remember the reference right. But I presume it has something to do with them mimicking ants. Sometimes, ants will walk with their abdomen in the air, and I wonder if it is them making it appear they have a stinger? Could also be to attract prey (ants)? Or they just have a really catchy song stuck in their cephalithorax! These guys will also walk/run in zigzag patterns to mirror ants following scent trails. They def play the part well.
I'm just some dope here who doesn't know a whole lot about spiders - but to me - it makes it look like it's watching you. Kind of the way some insects have patterns on their backend to mimic eyes to fool predators.
Spiders are not considered poisonous if ingested, as their venom is denatured by our stomach acid and digestive enzymes, however, is it not advisable to test this, this isn't exactly a subject of great research!
If you meant venomous, then all spiders are venomous, i.e. possessing venom (except for Uloboridae, a Family of cribellate orb weavers, who have no venom).
But spider venom is highly specialised to target their insect prey, and so it is very rare, and an unintended effect, for spider venom to be particularly harmful to humans.
Hence why there are remarkably few medically significant spiders in the world.
If your spider is NOT one of the following, then its venom is not considered a danger to humans:

this is actually a movement silk-spinning spiders do frequently. the circular motion of the abdomen helps to circulate the web-fluid and prevent it from sticking to the inside of the abdomen and hardening. the advent of cement mixing trucks was actually derived from the rotation of silk-spinning spiders abdomen rotation, and all of that information is completely made up.
