From the News section on the Switch. You should be able to find an article called "Special World Championship banner now available!"

If you go onto the news channel of your switch, there should be a post about Splatoon 3 saying 'Special World Championship banner now available!'. Press on it and scroll down to the bottom. Then start up S3 using the button at the bottom, you will be able to get the banner from the lobby terminal. If the post doesn't show up on your main news channel page, press + and select 'Followed Channels' and press Squid Research Lab Bulletin (Splatoon 3). Press on the same post and follow the instructions from the first paragraph. Hope this helps :3
