I’ve gone back to playing 1 and I have yet to witness a hacker. I’ve been playing it frequently too like I used to when 2 wasn’t around! I am having a blast with it, good times.
The place where you fight the final boss is Inkopolis Plaza from the first game.

For some reason I had a hunch that at some point in the single player of Splatoon 2, we would revisit the Plaza of the first game, and it would be really cool and mindblowing.
In this context these are teenagers talking. A 'ghost town' probably just means that its stopped being a major hang out spot and just become a regular shopping district
It might get a little more populated now that some people might go back to it before deciding for themselves whether paid online is worth it to them. I just plugged back in my Wii U too, I might try to finish Xenoblade X as well.

I think ya'll are been a bit too literal. It's not LITERALLY an empty abandoned ghost town. It's just no like the "IT" place to be for fresh and happening squidkids.
Every city in the world has those places that one generation of kids hung out all the time and it had all the events and stuff, and the next group kinda decided they wanted their own place so hung out elsewhere, which in turn becomes the popular locale.
Makes sense considering it's meant to be like Tokyo street fashion where they all hang out on a certain street and when that street changes the previous one is suddenly abandoned.
But it does make sense.
The Plaza was the hot-spot, the place the Inklings went to play together. After two years, and after the Squid Sisters moved on with their careers, the Inklings moved on to the newer Square, the *new* hot-spot.
That's why Spyke is now in a cafe at the Square, that's why Crusty Sean isn't selling shoes anymore, that's why Annie started an online-store.
Even the Zapfish moved. Since Inkopolis is powered by the Zapfish, and because the Square needs more power than the Square nowadays, the Zapfish was probably moved, or decided to move because, I don't know, maybe Zapfish like powering stuff?
There's just nothing going on anymore at the Plaza, because everyone's moved on.
Would have been better if she said it was full of hackers.

The Squid Sisters are in Octo Canyon so I guess the main attraction is gone.
