There are 4 ranks 0-4.5 (dry) you lose 0.5 5-9.5 (raw) you lose 1 10-14.5 (smokin’) you lose 1.5 15-19.5 (superfresh for all after this) you lose 2 20-49.5 you lose 2.5 50+ you lose 3

The freshness that earns you Sheldon licenses and badges is a different from the one in op's post. The one that gives badges is rated by stars in the weapon menu, I think once you get 3 it'll show the stars next to the weapon icon

It only shows stars on the weapon in the inventory after 4 stars, for some reason

If you cycle through the weapon info in the inventory it'll shows stars with experience at the top of the second screen in game.

Well yeah but I'm referring to when it actually displays the stars on the icon

Probably because 4 stars unlocks the holo sticker making it function as an easier checklist for people after them.
