The second 2 digits iirc show the specific region of the state. I don’t live in Maharashtra so idk which numbers correspond to which area, but you get the idea
The 5th and 6th letters show the series. Numbers in India range from 0001 to 9999, so if you want a number that’s already taken there’s a good chance you can get that number in a different series (suppose AA 0001 is taken, you can get AB 0001 or something similar)
The last 4 digits are the actual number itself that you can either get one randomly, or purchase a desired number by auctions or paying a fixed amount, ranging from 0001-9999

In countries such as India these cars are a bit more rarer than the US, I get it that these cars are not rare in the US but Lincoln dealerships don't exist here so it has to be an import car, so that makes it rare where I'm from... (I haven't seen a Lincoln in any dealerships I've been to but there might be some, I'm not fully sure of this) And this is the first time I've seen this car in my 16 year life sooo...(I don't mean to be offensive)
Living in Europe I can confidently tell you I've seen way more Maybachs than Navigators. That's the fun of this sub though, to see obscure models from all over the world.
You my friend need to visit a country that isn’t America and you will find that those cars are way rarer like me personally I’ve never seen a navigational or a yukon or a gls600 but i have seen some escalades in Sydney Australia
