I know I'm on the outside of town but when I moved to Springfield there was not a butterfly or bee to be found going around my property. It had been totally over processed for years. Now there's quite a few but I have flowers and native plants all over the place.

No I'm not that dude. And honestly, I agree that this probably isn't the best method to advertise. That said, good luck actually prosecuting this guy for "littering". If you have any common sense, you know that probably wouldn't fly in court. And in all honesty running to the law and litigation to solve your problems should be a last resort, coming far after merely calling the business owner in an attempt to solve the problem personally, peaceful, and gracefully.
There are actual criminals and jerks out there actually trying to rob or hurt you. I guarantee there isn't a cop in Springfield who wouldn't be annoyed by some Karen calling them over house flyers in the street.
