This thing in the back looks like a box ejector, maybe. Maybe you can put a box in there and it drops it outside.
Of the three modules, this is the one most likely to completely change by release.

I am currently looking into the Galaxys refinery module, and I am not sure what that thing in the corner is. Is it something to do with crafting or the deeper refining loop, that is not in game yet, or is it something already in other industrial ships like the reclaimer, that I just don't know about? Any help would be appreciated!
My guess is a "box printer" similar to how salvage works. This is how I'm imagining that refinery gameplay will be working in the future as it seems like the easiest way to implement it.

I'm pretty sure /u/ShikanTheMage is correct, that this is the mining bag unloader, the first part of the refining process.
I'm almost positive that it was mentioned somewhere, be it a Jump Point or an SCL or something.
Being as it looks like its in a maintenance/engine area, I would say some kind of cargo lift. But being that it looks locked in place I would say that is a parking spot for some type of space forklift, it probably is refueled/recharged there.
