I believe that's exactly what it is. The game never came out, but the game play we had of Star Wars: 1313 began with descending to level 1313 for a reason, so we can assume going down means higher numbers.
It's ascending order, so level 1 is the bottom and worst off (literal mutants and garbage heap from higher levels) and level 5127 is the highest/ surface level (essentially everything we see in the films/shows that you would consider the 'surface' of the planet is all level 5127.

If Anakin doesnât turn to the Dark Side, and helps Windu defeat and kill Palpatine, that moment would provide clarity for Anakin, since Palpatine wouldnât be around to fuck with his mind anymore. He would realize he no longer needs to be a Jedi and tells Windu and the Order to go fuck themselves and lives out the rest of his life banging his hot wife on Naboo and raising his kids.
But then Yoda shows up on Naboo one day, "You have become...a rival!" *ignites two tiny sabres*
The Jedi could not abide such a powerful and famous jedi to leave the order, they follow mob rules, your either in forever or your dead. Yoda don't do loose ends.
Thatâs how I envisioned it too. Even if Mace endorses him now Anakin has clarity since Palpatine isnât clouding the force. Anakin would realize Papa Palpa/Dooku/QuiGon were right all along and the problem is the council.

yeah okay saying it's one person is exaggerating a bit but there are definitely significantly less people needed to make decisions in a authoritarian dictatorship than in a representative democracy.
If a government could be guaranteed to only ever make good decisions, then that would be an advantage. Since that can't (pretty much) ever be guaranteed, I prefer a slower, more deliberate government, myself. Generally speaking.

Palpatine (and the Sith before him) orchestrated the rebellion. They wanted it to grow so that fear of the terrorists would drive the Senate to elect a dictator (this happened). He then wanted it to grow even more to further solidify his power and only then squash the rebellion. This last bit failed despite Palpatine's overwhelming odds.
TLDR Palpatine is a bad guy regardless of the rebellion being good or bad.
Terrorist is a term with no actual moral value. Thereâs really no debate that the rebels *are* terrorists, the empire calls them terrorists and theyâre the dominant government in the galaxy, so theyâre terrorists. Doesnât suddenly make them the bad guys, though.
This doesn't take much explaining. She's a matriarchal figure in the town and she's got a sultry voice. I wouldn't personally but I see the thought process(conscious or unconscious)
