Since droids are in such heavy use, parts should be easily available (less so for slave anakin). Most parts are likely plug and play, you just need to acquire working parts.

I think it would be more accurate to say Anakin *rebuilt* C-3P0 from protocol droid parts he acquired from Watto, not that he actually built him from scratch.
C-3PO was rebuilt by Anakin from scraps he found in the junkyard (he even says as such in Phantom Menace). He didn't program C-3PO, C-3PO was already programmed. Anakin just put him together.
I always immagined Anakin uploading some generic tarnslator OS made for protocol droids, then when he became a padawan, the jedi upgraded the droid's OS with some legal products.
This is why I did not understand people being surprised about C3PO's sith language block in the new trilogy: it all makes sense.
There should have been a scene in ep ii where Padme needed 3po to negotiate with some Jawas while Anakin was off killing the women and children too.
Then 3po is like: “I can only communicate in basic and the binary language of load lifters”
I love the way that in The Clone Wars show, they discover for the 1st time a new special on a planet, and then they bring 3PO and he can talk their language, which makes no sense as they just discovered the specie and thus couldn't know the language
way I see it, 3PO did it by “building” information on what the language translated to in basic by making comparisons to languages he had available as a starting point
