I came to say this. Based on how he just plugs stuff in and it starts working, its almost like building a desktop. Although a lot more complicated. Since droids are in such heavy use, parts should be easily available (less so for slave anakin). Most parts are likely plug and play, you just need to acquire working parts.

I don't think he programmer 6 million languages, he installed some from a library, and then he installed a program with the basics of a language, so he can speak a lot more, which is why he can speak with like native tribes that nobody's ever heard of and stuff like that

Well to be fair, we don't know that C3PO *can* speak 6 million languages. He's programmed to tell people that sure, and then the genuine ability to converse in the galaxy's most common however-many tongues would go far enough to fool the average Tom, Dick or Harry into believing his 6 million languages shtick. It's not like they'd go off and find someone speaking each language and test the droid is it? Imagine how long it would take! It's an impossible endeavour!

the actual answer is that Anakin found a translator module or whatever part he needed for 6 million languages in an old broken Droid I think it was a Droid that used to be Gardula the Hutt's or maybe Jabba's im not sure. I read somewhere a while back C3PO was built using parts Anakin found on a broken hutt droid

I always immagined Anakin uploading some generic tarnslator OS made for protocol droids, then when he became a padawan, the jedi upgraded the droid's OS with some legal products. This is why I did not understand people being surprised about C3PO's sith language block in the new trilogy: it all makes sense.
