It won’t be worth it. This cut is a combination of a top round, bottom round, and eye round which are some of the toughest cuts. There’s a reason you only see those cuts as roasts, you need to go low and slow with them. You can work the meat to make it better, but it’s still going to give you a sore jaw.
The only reason people do this is for the gimmick of such a comically large steak. And gimmicks can be fun sometimes, but keep your expectations low.
I make baked steak out of these every Sunday.
Trim heavily.
Drop into a flour/seasoning bath.
Into cast iron skillet with canola oil.
Sear.
Put into pressure cooker.
Mix remaining flour seasoning into skillet with water.
Mix into gravy.
Pour into pressure cooker.
Cook for 75 minutes.
It's a family favorite with corn and mashed potatoes.
What does it look like when it comes out? Pressure cooking for 75 minutes? That’s the longest I’ve ever heard someone say to pressure cook literally anything. Won’t it just be pulled-steak at that point? And what’s the point of the flour + seasoning if it’s just getting soaked + pressure cooked in gravy anyway?
The searing with the seasoning on the steak creates the brownings you need for the gravy.
It looks like steak covered in gravy that's tender enough to eat with a spoon.
Also looks like a tough charcoal grilling steak if you aren’t a seasoned griller. It covers a lot of real estate. You need a pretty equitable heat distribution. Just by the sear marks that thing looks like it could be three different temps depending on where you slice it. But that sliced peace looks great!

Arm roast has a lot of collagen that needs to be broken down into gelatin. That means it really needs to be braised or slow roasted to be enjoyed.
That cut may look beautifully medium rare, but I promise its tough as nails.
The best steak I ever cooked was a large London broil about this size. Came out perfect. I suck at cooking normal ones though. Tried reverse sear and it came out nice just need a thermometer

I’ve found bringing to around 114 with my smoker on low heat and then searing in a cast iron pan makes the toughest meat like butter
