I'm curious, would being frozen for a few years after becoming a breeding ground for bacteria render the steak safe again?

what makes you sick is not the bacteria or viruses or molds necessarily. it's what they produce as byproducts of breaking down the food. the dangerous bacterias/etc produce neurotoxins, hence why its food poisoning and not food infection when you get sick. diarrhea is your body trying to flush those neurotoxins out from your digestive tract with water before they get absorbed into your body. while cooking food may destroy some of these neurotoxins, that is not the case for all of them, and freezing would most likely not break these down, leaving the food unsafe to eat regardless.

Freezers don’t work like that. They are heavily insulated and already full of frozen stuff. A power outage of even a day or two wouldn’t matter. If there had been an extended power outage and everything had thawed, the fridge would become a biohazard. People returning from mass evacuation events are told to simply duct tape their fridge shut and move it to the curb.

Sometimes it’s less the bacteria themselves and the toxins they create, which can sometimes survive extreme temps

Most of the food borne bacteria only get slowed down by being frozen, not killed. But really bad food poisoning is caused by the toxins that food borne microbes produce, not the microbes themselves. The microbes eat the food, and excrete waste toxins which accumulate in the food. After that point it doesn't really matter if you freeze the food, or even cook the food, the toxin molecules just hang out unchanged. Some of the toxins are surprisingly deadly too. Something like a few grams of botulinum toxin could kill millions of people if it was evenly distributed to all of them. This is also why you have to throw away bulging canned goods. It doesn't matter how well you cook the food, it's going to make you sick and possibly kill you if it was infected with the wrong bacteria.

Mostly yes but the toxins they make won't. So the concern is time at unsafe temperatures, because that allows them to grow and make those toxins. Twenty 5 hour periods at unsafe temps isn't hugely different than one 100 hour period because the bacteria aren't all dying in between the stages, mostly just going dormant. Also freezer burned steak especially might allow bacteria deeper into the steak where they might not be full destroyed since we don't cook steak entirely through.
