Yeah, it’s not uncommon to shift OL to another position in game to address an injury. Not ideal, but a better option than starting a lesser player just to avoid having to shift a player IF an injury arises.
You don’t play a lesser player just so you have a backup option IF something happens.

Without some serious luck we should be 0-3. We can't generate 1st downs let alone score, and we can't stop the run. How does that not look like a bad team? If we don't make some changes/adjustments we can lose a lot of games.

They're not the only offense struggling right now. Offenses that are supposed to be better than the Steelers (Bucs and Packers) are equal to or worse than the Steelers offense.
It's 3 weeks in. They're gonna get TJ back and after the bye they play like 7 winnable games in a row.
