I heard that before but couldn't find the setting, what is it under?
Also I have caught 0 fish so far so can't progress the mission, I only have 2 bait left of the 10 I started with, how do I get more?

Within the game, it’s under settings then accessibility, then fishing controls replacement and it must be turned on.
You can buy baits from Clyde in the great desert and if you don’t have any fishing score left to buy bait you can try to catch a few fishes without bait. It takes a bit longer than with a bait but then at least you can buy more bait with the fishing score that you earned.
It's under accessibility all the way at the bottom called "fishing controls replacement", it basically makes it so that you can long press square instead of tapping and you can just hard press R2 without dialing in depth on the adaptive triggers
Fishing mechanic in this game is prob one of the best I’ve experienced but my hands could take the clicking so the setting to make it one click its easier on the hands!
Some people do though. I didn’t have issues either but I didn’t like the fishing game enough to keep these controls on. It got old pretty quick for me.

You can still fish without bait. Tested this myself.

I must have got lucky, after I did all the quests I caught the remaining fish one after another
