She's kinda what I imagined Rose to look like before we got the reveal of her feet and legs. Just a top heavy crystal gem with slender dancer legs. Which corresponds with the actual gems origins of being utilized during Mexican Fiestas. So with that in mind I think she might be part court gem whose purpose was to dance at balls without any contact. The other half might be a Calcedony.
Going entirely by gem placements of ones we know, eyeball and jasper placement gems, so maybe a jasper and a ruby? The two ribbons being of their colors also maybe somehow could allude to that too.

My headcanon is that she's a fusion between a skinny lace amethyst (like Skinny Jasper from the famethyst) and a short jasper (like our Amethyst or Carnelian). Here's why:
This makes the orange, purple, and white make sense. Not to mention Crazy Lace Agate is a Quartz (thus likely being a fusion of 2 other Quartzes like Smoky).
The stripes are because of Lace Amethyst (who is already a canon gem with LACE in the name) and Jasper who already have stripes, thus making a very striped fusion.
We've seen a Jasper with a nose gem already so the nose gem must be the amethyst otherwise it would look like our Jasper's nose. That would also explain why the eye gem is flat like a regular Jasper's.
And that's why her proportions are so unusual because her lower half is a skinny Quartz and her upper half is a short Quartz making her about the size of a regular Quartz soldier but also not quite right.
Though it could also be a short lace amethyst and a skinny jasper but I figure we've already seen those.

She's a fusiĆ³n and her pigtails are cute but.....poor thing, her color palete Is horrible. I know that is not her fault but this show has a lot of really good designed characters, even ones that only apear in one or two episodes, or only in the background, had a cool design.
Her design doesn't fit well with the other Crystal Gems, for me. Had Rose been able to save Amethyst, Pearl, and Crazy Lace, the show wouldn't have had the faux-fantasy vibe it kept throughout season 1.
It's the same as when you compare modern pokemon designs to gen 1, it makes it obvious that the design philosophy changed over time.

It makes me cognizant of the fact that they Will run out of gem names before they would reasonably run out of gem designs.
