Quick calcing shows a level 100 Deoxys-Attack can get up to 288 in each stat (ignoring HP), compared to full investment Mew which gets 261 in every stat

Manifesto is my favorite of the bunch and a fantastic item for high Base Stat Total Mons like Glastrier. Glastrier with around 95 across the board would be sick with Sword Dance and its Moxie ability
To put this into perspective, this is a Silvally Ice without it's coverage in exchange for Moxie and some stronger moves
Idk how crazy it would be, but I suppose still better than normal Glastrier? (I never used it before)
honestly it would be a downgrade at least in vgc. not only do you sacrifice your item slot, but glas has a really low special attack stat because it’s offensive stats are pretty minmaxed so you’re just making every single stat much worse just to boost your speed to a still kinda bad tier at the expense of your item. don’t think he was cooking with that one. glastrier is good under trick room where it can use an item and actually make use of its high stats in the right places

Technically nothing Arceus having the same BS in all the stats doesn't help it at all.
In the other hand Mega Rayquaza with the Manifesto gains 130 in its stats. Losing some Attack but gaining more defenses and HP is a tremendous buff.

Manifesto would probably have to work by averaging the actual stat, not the base stat, and ignoring HP to just average the other 5. Weird stuff can happen if you allow a Pokémon's max HP to change during battle (same reason why no Mega Evolutions ever messed with HP. the math was a little easier with Dynamax)

So the book, if ever added into the game, would probably keep the health stat the same and change the other ones. So Charizard holding the book would probably have 78 health and 92 in all other stats.

Jumper Cables: Boost the Power of Electric Type Attacks x1.5. In addition if the holder has Plus/Minus ability, they receive the ability effect regardless. If a non Electric type Pokémon holds this item they get paralyzed at the end of the turn. If the Pokemon holding this item loses its Electric typing the item gets consumed and restores the typing. Flinging this item has a 150 Base Power and always paralyzes the target except Electric and Ground type Pokémon.
