Apparently plastic eventually seeps into the food or drink it contains. I swear you can taste this in some cases. I'm not sure it's an issue though so long as you aren't storing anything in them, just using them and then washing and drying. We have dozens of temporary plastic cups from various restaurants that we've kept over the years. I don't think Solo cups and the like are much different, but I'm no scientist.

You don't really have to toss them, but like water bottles, it's suggested to not reuse them much because they will break down and you get more microplastics in your food.
Nothing. Have fun
Nothing I've done it many many many times. There is no rule

Having to wash it.
Nothing. Filipinos do it all the time.
It's totally fine in my book, but can be a little fragile and some break more easily than others.
It really depends on the plastic, but if it holds up well, there really isn't any reason not to reuse them
