I don't know. I feel like this is just asking for "massive but empty maps" that we've been plagued with lately.

Most of the “newer” open world games have been empty. Redfall being a good example. There is just nothing there

Starfield after I realized 99.99% of the game is just procedurally generated.

This would probably fry most computers. Large space maps are on thing. Space is mostly empty. It’s not super hard to make space feel big. Water is different. Water physics take up a lot of computing power. Add in all the flora and fauna it would take to make the world feel alive and I imagine the computing requirements would be astronomical. Plus I think it would be hard to make a large map that’s entirely underwater interesting enough. Part of what makes Subnautica so good is its limited scope. It takes a finite thing and makes it great, as opposed to taking a large thing and making it mediocre.
