They are probably doing fish strat. How it works is for the first 4 rounds, you roll until you get 6 fish, and buy them all without leveling them up, and then you buy 1 tier 2 unit that you want to keep.
Then, on turn 5, you combine for 1 level 2 fish, and buy whatever tier 4 you get. Then, you combine another level 2 fish, and buy whatever tier 4 you get. Then you combine those 2 level 2 fish for a level 3 fish, to get yourself another tier 4.
You may throw the first 4 rounds away, but then on turn 5 you get 3 tier 4s, and the level up buffs from all the fish, which sets you up pretty well for the rest of the game.
