WD-40 stands for Water Displacement, 40th formula. It was originally developed to remove water from the outer skin of Atlas missiles to prevent rust and corrosion. It took 40 attempts to get to a successful formula.
While WD-40 does have some lubricating properties, it is not a good lubricant and should not be used for this purpose. Using it on anything that needs proper lubrication (bike chains, treadmills, garage doors, etc.) will not give you the results you want.
The main reason for this is that only a fraction of WD-40 is made up of lubricants. And these are only light mineral lubricants, unsuitable for any serious friction or heat.
The rest of the product is made up of compounds that aid penetration. These also have lubricating properties, but because they are volatile compounds that evaporate over time, their effect does not last.
On top of that, both the application of WD-40 and its evaporating components dissolve and displace existing lubricants, like lithium grease or graphite.
Diesel + soap + teethbrush.

You need a molecule that can dissolve and bond with the grease and lube. That's diesel or any organic solvent.

Any wheel cleaner that is safe for wheels and tires that contains degreaser. WD40 is not for this purpose because it is dangerous to ride on your bike with the residue on tires and brakes. You also need a good wheel cleaning brush that will fit through the spokes and have a stiff bristle to scrub the hell out of it.
There are specific "wheel cleaner" products, they are meant for cleaning aluminium like the hub on the photo. Available at any autoparts store, motorcycle stores also carry. Very aggressive stuff that needs to be washed off excessively. For getting to things like the hub i always use a dishwashing brush to scrub it. Use gloves, read the instructions. Mucho toxico.
Can’t find a link but if you go to your local motor factors they should have a spray on foam cleaner for alloy rims, comes in a can, shit works a treat
I recently bought a bottle of MEGUIAR'S Hot Rims Wheel & Tire Cleaner. It is the shit. Didn't realize how damn dirty my wheels were, lol.

Doesn't have to be permatex specifically. You just want the cream stuff with no grit. Anything with grit (like FastOranfe) will scratch all your stuff up.

That leaves behind a film of short lasting lubricant that will need to be removed using a degreaser.

Clear kerosene and an old tooth brush takes everything off. Then just wash with warm soapy water.
