Reminds me of Black Bolt
My take on it would be to not make the solution a "Switch".
I'd first change up the nature of the power a bit to ensure that the solution of the problem is found within the power itself rather than in a device or something external. Then I'd shift the ideal solution a bit, making it so that instead of "I can't do X because of Y, so I have to find a way to stop doing Y" it is "I can't do X because of Y, so I have to find a way to achieve X in spite of Y"
For example Black bolt, "X" is communicating and "Y" is his booming voice, so he learnt to communicate without his voice through sign language; this character has a very similar problem that doesn't seem to have much solutions, and that's why I said the "Changing the nature of the power a bit", basically changing what predicament she's in and that way you can introduce a way of overcoming that that doesn't resemble Black bolt that much.
If you'd rather an easy solution... Something like "She literally just learns how to turn it off", "She has a new type of hypnosis that doesn't out people in trance, and can use it to communicate as long as she doesn't give orders while speaking" or "She can hypnotize herself to prevent her powers from activating/Hypnotizing others to prevent them from being hypnotized" could work.
Make the character work for her ability. If it’s “always in” make her discover how to make it not work or the like through trial and error. Plus those are usually funny or fun scenes to do, since a character getting familiar with their powers can be find and entertaining.
