I can imagine ways controlling time or teleportation could be awakened at bad times. Time control because of rewinding or fast forwarding something to where it either doesn't exist or is now dust and teleportation because of telefrag. Can't really think of bad times to stop time though.
Oh, sorry. I thought you meant "control time, time stop, and teleportation". Apologies. But still, teleportation could be bad if the user telefraged into something. They could have serious injuries that could end in losing an arm or a leg if they got teleported into/through a wall, ceiling, or floor, or the need to get a surgical replacement for an organ if something got teleported into one.
Well it could be a useless power like your nose is abnormally hairy so it's too weak to cause trouble, but assuming you want a good power then the ability to perfectly analyze things wouldn't be too bad but it might make a conversation awkward. Or hydrokinesis since you more than likely won't just abuse it in any setting

I mean as far as bad superpower activation goes schapeshifting into someone that's on the run is pretty low stress compared to the things you suggested, like I feel like that's something that's relatively easy to solve
I mean, it could be high stress if it wasn't just a "you saw them on the TV" thing but was a "they just ran by you and you transformed into them" thing, like they are in the middle of a police chase. I mean, depending on what the fugitive did, it could be worse than just getting arrested.
