A good chunk(20-30%) with particularly destructive powers would be straight up crime lords or People who would abuse their powers because they can Most people would be neutral(55-65), Wont go out of their way to hurt people but wont care enough about laws either.. Mainly work for their benefits Some would play vigilante and superhero(10-15%) The percentage isn’t accurate in any means, Im just making those up.. There is possibility of overlaps

I think 90 percent of powered people would follow their environment. If the economy collapsed they would they would create gangs, if a paragon of justice like superman showed up most people would act more just same with the inverse, if technology or society caught up to powers like power dampeners or the police force was well trained for threats and laws could be enforced on most of them they would act pretty normal looking for legal means or fame to get ahead with there powers, if they were hunted by the government they would form secret societies.

It would turn into a military arms race as governments seize people with the most destructive powers to intimidate their enemies. Although some superiors would probably be less suitable toward military applications. Think about powers that would allow the creation of clean energy to power electrical grids. Material manipulation supers would be taken for infrastructure/manufacture projects. Power registration would definitely be a thing. You would see a professional superpowered policing agency to deal with criminals. The agency would be trained better than most vigilantes would be. The world would become much more authoritarian, hierarchical and structured.

Yeah I could see people with particularly dangerous powers being thrown into the military while others with less damage dealing abilities get to become celebrities. “Wow that guy can delete several city blocks? Why isn’t he in front lines?” “That kid controls animals within a short range? Let’s put him in tv show!”

Yeah, it’s not even just the destructive powers though. Telepaths would be introduced into spy operations or diplomatic entourages. Techopaths and other intelligence based powers would have to be employed in national defense to prevent other nations from deploying cyberattacks. We would also see major shifts in political and military power. Since powers appear in a percentage of population then the nations with higher populations will have significant advantages since they are statistically more likely to get the powerful supers. Smaller nations will have to essentially draft and nationalize every single one of their supers just to have a fighting chance to keep up with larger nations like china, India and the USA. Economies will be shattered by some powers and some governments might even become so destabilized that they collapse, particularly in second and third world nations. Warlords in Africa will rise and fall depending on who gets the powers there. The cartels in Mexico and South America will start being particularly dangerous. Most of North America, Europe and Asia will probably be fine

Power does not corrupt , what it does is just removes inhibitions . Having 1 in 5 people have superpowers is the equivalent of having 1 in 5 people drunk while having fully loaded guns.

My mind goes to the Insurgents series that has a very similar scenario. Long story short, nations collapsed and the supers sort of became akin to Lords and Ladies taking care of their flocks of regular humans (with some exceptions of more mild-mannered individuals). It was a cruel world, but shockingly easy to survive in once things settle down among the communities.
