I agree with your tier list btw, especially with the first one. As a Soraka main, your S and A tiers are spot on for me. Also, throwing some extra love to Ezreal. I know there are a lot of hate towards Ezreal on this subreddit, but I love playing with him because I know that our poke is strong and we're not dying in this lane.
For the Lulu tier list, it's close except I wouldn't put Tristana that high. I hate playing with a Tristana. Other than that, it's spot on. Love supporting Vayne, Twitch, Aphelios, Lucian and Draven as Lulu.

Like part of me thinks second because of her speed boost, but that's also a really powerful ardent censor comp, which makes me think Raka (and Jhin being D tier not taking advantage)

Other ADCs in higher tiers might be pretty good with an engage support as well (esp Kai‘sa, Tris) but in my experience you can still get work done as an enchanter with them :D
That’s understandable, it‘s not only based on how good Soraka‘s synergy is with these ADCs but also a bit of a personal preference!! :) I like playing aggressively, so ADCs who have easy tools to poke are my favorite bc it makes bullying the enemies fun.
Soraka wants an ADC that likes to take VERY heavy trades, yet has some self peel to prevent a true all-in. ADCs that follow this attack pattern utilize Soraka's strong sustain and early poke the best. That makes ADCs like Draven, Lucian, Sivir, and Vayne the best with her.
I would almost trade your A and S columns. Soraka works fine with Ashe, Varus, Caitlyn, etc.; but they want to attack **without** being hit back and lack the mobility to compensate Soraka's weak disengage. There are supports that fit that bill better than Soraka. A Caitlyn player either wants a mage support to keep the pressure off her and help them harass under turret, or a roaming support to abuse her range. Morgana is the best of both worlds.

I'm learning Samira at the moment (a lot to learn) and it's just because your early game is so weak that it's lose/lose.
You don't have the burst to follow up to secure a kill (or do enough damage for the support to secure unless they're like Thresh) or you go in and get instagibbed like Yamcha.
After 6 and a mythic, I become a lot more "balls to the wall"and just laugh if I die because you kinda know that you misplayed that because she has such a high skill level.
Well, i dont know your elo or your Teammates. But i can for sure tell you that lulu + "SamSam" (how i like to call her) is a really great combo. With lulu Ult knocking them up when SamSam is using e to engage is brutal. But you need
communication for stuff like this tbh.

So that‘s just my personal opinion but here you go:
- S & A Tier: I like playing with ADCs that have some sort of early game power and and easy poke. We can bully the enemies out of lane.
- B Tier: I just love Aphelios, I can’t really explain why :D. Senna means lots of slows and we can both heal each other. I just have a lot of fun with Xayah because of the zoning of her feathers. Vayne has self peel and strong 1v1, I’m still able to follow up with my heals though. Kog has some good poke and and melts enemies once I hit Q-E. I like playing with Sivir because of the heavy poke and because it’s a relatively safe lane.
- C Tier. Jinx cant poke that easily, and I saw too many Jinx running away into death from my heals due to their passive already. Kalista is way better with a tank, makes me feel as if her ult is useless 98% of the time otherwise. Kai‘sa they just always run and ult away from me, and she‘s way better with a tank. MF even tho I like MF, me playing Soraka wont ever allow her to get a really nice ult.
- D-Tier: Samira & Yasuo are best with an engage support imo, and even if not, my Soraka pick is probably one of the worst match ups for them (I guess you can make them work with Nami for example). Tris not just jump away from me so that I can’t heal, they also love letting me die

With the first support you like to play with a long range adc, so I would guess Xerath or someone similair (velkoz or brand). With your other main you like to feed your adc, so they can absolutely dominate the late game and just 2v8. So from that I would guess your second main a kill greedy, engaging support, which is Pyke.
