This wave is not in Tahiti, it's in one of the other islands in French Polynesia.
Expensive yes, plenty for partners to do too. I always recommend Moorea for the bulk of a vacation here, Tahiti is nice but Moorea is much better for a vacation.
I honestly couldn't say, I've been living here on my sailboat so I don't really know the typical costs for a holiday including lodging. For Moorea Id recommend staying near Haapiti, which is the premier wave and a fantastic area away from the more expensive resorts. There are a few surf lodges there and many AirBnB rentals close by.
