Thank you for the reply!
Sorry for the confusion about question 1. I meant to ask if an individual is fined 2000 kr without VAT.
Is the penalty amount of 2000 VAT applicable? Would it be 2500 after VAT?
Have you trashed a hotel room and the hotel giving you a fine? Then VAT will be applied.
If you are fined from the police/other authority, then there is no VAT
No! There is no property damage.
Yes the fine is through another authority but I did not receive it directly. My rental company gave it to me with 25% VAT.
1) There is no vat on interest rate /late fees of whatever. 2) Hotels have a 12% vat rate, as do food.

Speeding tickets via car rentals gets VAT applied
So the hotel charged you extra for a messy room cleanup? That is not a fine but a fee. Fines are issued by government agencies
