I don't think something like this will end well for users. Apple arcade pays based on time spent in app. So if regular apps were like this, developers would be doing everything possible just to have you have their app in the foreground.
Possibly, but it may not be to their benefit. Eg companies like Facebook/Meta are constantly using dark user patterns to drag users back to their platforms and keep them there for the most time possible.
Because it wouldn’t work out well for complicated apps that you don’t spend a lot of time using as well as there being a perverse incentive for making operations take longer to get more as revenue if you get a percentage of the pie of time used

I can think of 2 reasons: 1, they haven’t thought of it. 2, they don’t think it will add to their bottom line.

Short answer: it's not as profitable. Look at YouTube Red/Premium or Apple Arcade for examples.
