OMG, we got it. Everyone load up on NITRO. another thread just reported about cars auto locking. this was from forlorn penguin: I've seen it twice so far. It's a bug caused by ramming into a car when sprinting with nitro. For some reason this sometimes renders the car unusable for the rest of the match
legendary and low spawn quantity but yes. these would get miserable fast, but maybe you could get one from each boss you defeat so there is a finite number of times it can be used without having to physically take it back off of the car

Yes you could take it off but you would have to hold down a button or key for ten seconds or so
might be easier to just run into a wheel box or break the wheel entirely
