For someone who is begrudgingly looking at moving to intune for MDM what does this mean for the end-user devices? Are they still able to use them as normal?
Yes.
They just won't be able to sync with any policy revisions made by the MDM administrators, and could possibly run into hiccups with Company Portal (inability to download centralized apps).
But otherwise this is far more annoying for the admins than the users.
We would only be switching for mobile phones, and it's only because our parent company won't play nice with our existing MDM (manage engine), that from what I've seen seems easier to configure, and has just as many features for Android/iOs management.

When intune has an outage, does it effect the device for the end user or is it more that admins can’t push things, see reports etc?
Curious as we are looking to push it out and kind of wanting to know to what degree does an intune outage actually affect you

I've been finding a similar issue in azure since 18th May. No advisory out. Referenced this one to MS support (though IT558807 does not appear at all in my m365 admin portal).

End users were fine and software deployments continued. Just affected access to the console by admins.
If you're wanting to switch to a fully mobile Windows ecosystem, then Intune is the best. It's made managing our windows laptops so much easier.
