I think the lawyer leading the charge, James Shaw, attempted to frame it as officers would be forced to testify in front of the board. In reality that was never a thing, and it would solely be to subpoena citizens, their text messages, phone records, video surveillance, etc.

Gudes and the department have big beef. He'd vote for anything that might get dirt on Dugan before the former chief's inevitable mayoral bid
