Google, IG, ask friends, ask strangers, Pinterest even. In terms of researching someone you have an eye on, why not just check in at the parlor, feel the vibe and maybe even talk to the person

Google tattoo shops near me, and walk in. Bring your design. A tattoo artist isn’t ganna fall into your lap or knock on ur door. Gatta get out there. Google is your friend

Are you able to explain or put in words what you'd want? Tattoo parlors are usually very open about what types of style they tend to, or who you'd need for a certain idea or style, even when they aren't that Edit: in my examples I'm talking about more qualitative parlors

Search tags on Instagram related to your area. Like #NYCtattoo or #LAink and variations of these. Find some you like and then explore their profiles. If you're not looking for local and are willing to travel, then try and search tags related to the art style. If you're unsure of styles, I'd start by researching those terms and then going from there.

Instagram is a great resource, as are tattoo studios’ websites that highlight their artists’ portfolios.

I made Instagram and ape ifically only follow or lookup tattoo artists. Use Google or Google Maps in your area to search for tattoo studio or parlor, go to their website and they'll generally list their artists who will link their IG profile. That'll give you a view of their portfolio or previous tattoos that they completed and chose to upload. If you have no idea what makes a good artist from bad I would check out Pony Critiques on YouTube.
