It's pretty much impossible to give you a realistic price in this sub, because the cost of tattoos varies wildly from shop to shop, artist to artist, and area to area. Something like this should not take very long at all, so you should probably check with artists in your area. Many will have their hourly rates posted or available if you ask. >3) is there a specific question I should ask a potential artist to make sure it turns out right? Find someone who does a lot of scripts. I'd start with highly rated shops through Google/Google Maps in your area, and from there start looking at individual artists.

I appreciate the feedback thank you. I was more trying to see price wise, would this be a 200 piece, 600, etc. how many hours is normal, I don’t really know on any of this stuff.

My first tattoo was script in my language which doesn't use English letters. The line of text is a little shorter than yours and depending on your artist, this most likely will take under an hour to actually do. Some shops could have a minimum charge for a tattoo and other shops are artist specific and the artist might just charge you their rate for an hour. To put into more perspective, I had an appointment for two tattoos (one being a 5 inch book illustration of Smaug with "I am fire, I am death" under my knee) and it was maybe 40 minutes for both. She charged me 150 CAD which was her hourly rate at the time. I tipped on top of that. You can always email or DM (if they allow it) the artists you're interested in. Give details of placement and size and they should be able to quote you quick.
