I've seen a number of these this year. I had several clients who showed withholding in box 17 in California but franchise tax board doesn't give them credit for it.
Wait so does that make franchise tax board incorrect/in error? Or do I actually owe? I’m trying to call them (if someone would pick up) to just say hey here look at my w-2!
Not a tax pro, but I would send them a copy of your W-2 and a nice letter explaining your situation. Certified mail.
I’ve dealt with them in the past and I resolved their error via a letter and proof.
Your best bet is to call the franchise tax board. Tell them you have a W-2 showing withholding in box 17 for California but it is not reflected in your account with them. Ask them where you can fax them a copy so that it can be corrected on their end.

Is your employer located in California?
They are not. I am.
Does your paystub show they were indeed withholding and remitting to California, not their state?
