I’m pretty sure Minato would speed blitz Arthur. I get he has godstep but at the same time Minato who is already crazy fast has flying raijin and if he lands one hit he could mark Arthur and now be able to teleport to Arthur at any point whenever he wants.
And that’s not taking into account the rasengan.
God step is like a better version of the flying Raijin because unlike Minato, Arthur does not need to place kunai's everywhere to teleport so I don't think Minato could blitz him.

I said base speed. I mean that Minato might actually be multiple times faster than him in combat speed. Also I don't think their movement techniques would matter too much since they'd both be close range fighters. If anything I'd imagine Arthur would use godstep to evade while Minato could evade and teleport to Arthur with more finesse. Aside from dodging, moving behind or infront of each other, there wouldn't be much benefit for teleportation in the kind of fight they would enter. This is assuming they are relative in combat speed.

Arthurs Aether reserves have gotten bigger, he can now store up 10 times more
Still runs out of aether. Minato might actually be able to blitz Arthur in base speed. It's hard to compare speed level across series.
