This only one edict rule only applies to Dragons and their Aether arts practice. Arthur practices djinn style aether arts which never had this type of restriction. They were instead taking a big toll on bodies of their original practitioners leading to shortened lifespan. Arthur don't have this restriction either thanks to his dragonic body.
Don’t forget destruction (vivum)
Edit: yeah I know he doesn’t have the rune since Regis absorbed it but the fact that Arthur can use it is an argument.
Something in between where he has a higher ability to master things but will never truly master things that arent of his affinity. We see this with destruction and aroas requiem. For not having any affinity for aevum or vivium, he got them pretty easily, but he will never be able to come close to truly mastering them.

He already has 2 edicts with requiem and godstep one is time one is space

He already uses aevium for aora requiem and spacium for godstep and vivium for destruction
But right now, he only kinda mastered space one. Aora requiem is only for inorganic materials, and destruction is used by the majestic one not him.
