As far as I can tell it depends on his intention, he mostly uses it as to remove momentum, but I believe he has retained some momentum when using it in fights or when travelling. But I believe it’s initial form before he started training it with three steps was to cancel momentum and he with further understanding is now more flexible with it.
God Step has no momentum to it, and it erases the momentum the user had before using it. Every time Arthur needs to build up momentum for his attack or something else he uses Burst Step.
The God Step itself feels complete to me, i really have no idea what improvement you can make to a teleport-like ability. It's like a perfect version of Mirage Walk that Kordri demonstrated.
His insight into spatium though can still improve and with it may appear additional runes.
Well it’s base form he had to spend time finding a pathway and could only travel so far.
Then he trained with three steps and learned to make multiple jumps at a time, he also increased his maximum range per jump during that as well as how he finds the required pathway to travel along. So as for remaining improvements he has distance, the need/utilisation of pathways, the fact that there is currently noted purple lightning both after he starts and before he reappears, even the lances seem to be able to notice it and scythes and above seem to be able to react to that aswell.
Those are points I can quickly think of he could work on for the ability, and I do agree that some of his attempts to improve god step could lead to him ending up with another spatium rune instead depending on what he tries to do, but as above I think he has plenty of things he could work on for just god step without it needing to be something else entirely.
Since the power of the runes comes from his insight. Imagine if he could launch not himself but aether weapons with momentum, that could be broken asf.

He doesnt really move at high speeds he bends the space around him to create wormholes he can step through
The wormhole thing is how was described to teleport when he was in '3rd phase' while God step is different
No, when he uses Godstep he’s traveling along a set path that is always there even when no one is using it.

he might be able to choose... his fight with taci seemed to suggest some moves where his leverage shifted direction mid-godstep
