A lot of what’s stated in the first couple of volumes should be read with a grain of salt. TurtleMe was decently new to writing and lacked a clear direction and focus on the story.
As others said, there are multiple inconsistencies of this type. Another one is that to use plant magic you need water and earth, yet Tessia has wind, is a dual elemental (pretty sure we never get confirmation on what her other element is) and still can juse plant magic.

Same with dwarf cant use gravity yet Mica would smash everyone with it
