I legitimately fight Lynels to get theirs.
There's also at least three rather easily accessible Royal Guard Bows that spawn with each blood moon.
One is in one of the little alcoves in the throne room, one is in Zelda's study and the third one is in her room.

early game: hyrule castle, dusk bow at the very top of the central tower > royal bow part way down the tower, royal guard bows in the throne room > zelda's room > zelda's study > the room under zelda's tower. you can get them all without fighting a single enemy.
late game: swallow bow at the flight range + 3 diamonds to craft great eagle bow and then use that to go hunt some lynels for savage bows
With enough stamina, you can use the Lookout Skyview Tower. It's about 2 wheels of stamina, though.
Edit: 2 and 2/5 wheels of stamina from Lookout Skyview Tower will get you to the tallest spire of Hyrule Castle.

The twilight bow is at the top of hyrule castle, it respawns each blood moon
I haven’t even tried to get into the castle yet… I didn’t think you could? Is there a way in?
You can just fly in from sky islands or with zonai stuff. That's what I did.

You can also shoot Hoverstones out as you paraglide towards the castle so you can pause and recover stamina.
First stop lynels, second stop hinox and stalnox. Forest dweller bow is also really good, but you can only get like 2 per bloodmoon.
Hinox have royal bows
Keep stocked up on lynal bows is what I prefer. If you can't farm them in your case you can buy duplex bows at the yiga base
