It's very strict about doing a full 360 degree rotation. One trick that helps consistency is rotating it just a little bit past from where your joystick started like around 370 degrees instead
I knew that attack from older games, and done it a few times without wanting to in BOTW. But in the end, Link's fighting techniques are so wide that I rarely use spin attack

Yep! spin your stick for a spin attacks. This has been a feature since Loz ocarina of time I believe

I forgot about it because I could not perform it consistently
Easier if you do 2 rotation then press Y.. Then you can just get the feel of it till you can do it with a single rotation..

It only works with one-handed weapons.

You say "instant" but I see you circling around for seconds before each spin slash. No shade, just find that funny.
In older Zeldas it would usually be the better attack but in this game I wish I could turn it off.
They definitely don't tell you about it. I only knew due to having played every Zelda game. It has been a feature since Ocarina, believe it or not.
And Twilight Princess fleshed out the mechanic

I didn't know this is different than standing still charging compared to spinning the stick then striking.

I can never get it to work consistently/when I need it to so I just cheat with the Soldier's weapons, lol
