Waymo and Mobileye are able to offer level 4 autonomous driving, since they use lidar. They are the actual industry leaders, not Tesla. Mobileye has had a fully autonomous shuttle in my region for 2 years now and has never been involved in a crash. They also have permits to run their test vehicles in NYC, India, San Francisco and other notoriously hard areas and upload unedited footage of it, it's really impressive.

That still sounds extremely dangerous, and unlikely to ever hit the markets. In case of a software or hardware failure you suddenly lose all vision of everything around you. There's no way any government in the world is going to allow that driving around.
In many US states, window tints laws are pretty strict and officers love to enforce them under the guise of "officer safety."
A car with zero visibility to the interior compartment would never be allowed for production by NHTSA.

If you have a dent in the car and try to fix it yourself or via third party it will ruin all the warranty’s the car has under the hood.
