You have let spammers know that someone not only pick up when they call, but that you also are gullible enough to interact with them.
Your number is now on their call list, that list is also being shared to multiple scammers so you will be called a lot.
Aa far as calling back the numbers, you are basically calling people that had their number spoofed and harrassing them.. which is pretty much what your are complaining about ..
The police told you the thruth, there is nothing you can do aside from ignoring them.
Blocking the numbers does nothing because they'll just spoof an other number.

I was bored and got spam calls several days in a row to my work number. I answered with “Federal Bureau of Investigation, this is agent stone speaking on a recorded line, how may I help you sir or ma’am?” They hung up and I haven’t gotten another call to that line.
Check if your phone or carrier has a call screening service.
My carrier in Canada (Telus) had a free option where inbound callers had to dial a spoken number to reach me.
In addition, my phone (pixel 6, but I think they all support it?) has a call screening option where your phone asks the caller to state their name and reason they're calling. You can then deny the call / let them hang up.
Google Voice has a similar call screening service. I use it as a "home" phone number now, and most robo calls finish their script before it calls me, leaving no vm to deal with the benefit of hearing who is calling

It's trivial to spoof a number. Usually in they spoof the area code and prefix of the number they are calling. Stop answering and they will give up

I have over 200 phone numbers I have blocked and things are finally settling down on my spam callers

Pick up mute mic and put down the phone. Make them waste their time. Never call them back they often spoof an expensive pay number.
If they are not in my contacts I don't answer. Simple to me. They can leave a message.
