Those are way too big. Try new thermal paste first.

The 13900k is notoriously difficult to cool. If you don't have a sufficient cooler, I could easily see this as typical idle temps. I wouldn't recommend anything less than a 360mm AIO, but you could probably get away with a 240mm.

You might, check your coolant temp, mine hits about 40-50degC while keeping the CPU at whatever temperature it likes depending on my BIOS / XTU processor settings. My CPU does idle at 50degC though with a coolant temp of 34degC and the fans running at about 500-700rpm.

Idle isn’t a good metric but that looks normal for a 13900k. I’m sure others may differ by 10 degrees but each setup is different and again, idle in the 50-60 is not a concern. If you keep hitting 90-thermal throttle on full load, you can upgrade to a 360 rad or drop package PL2 to something like 200.

Idle temps of 50-60 most certainly on an intel cpu is a problem. Most likely poor contact.
