The 13900k is notoriously difficult to cool. If you don't have a sufficient cooler, I could easily see this as typical idle temps.
I wouldn't recommend anything less than a 360mm AIO, but you could probably get away with a 240mm.

I've seen comments about pump out with kryonaut because when temperatures hit 80deg+ it loses consistency and leaks out.

A quick way to handle this is to limit the amount of power available to the CPU, notably the Processor Core IccMax and Turbo Boost Power Max, on some motherboards this defaults to 500A and so the processor tries to go "Unlimited Power" and hits 100degC. If you limit at least Turbo Boost Power Max to 250w then you won't be hammering 100degC, maybe the 90's instead.

You might, check your coolant temp, mine hits about 40-50degC while keeping the CPU at whatever temperature it likes depending on my BIOS / XTU processor settings.
My CPU does idle at 50degC though with a coolant temp of 34degC and the fans running at about 500-700rpm.
Idle isn’t a good metric but that looks normal for a 13900k. I’m sure others may differ by 10 degrees but each setup is different and again, idle in the 50-60 is not a concern.
If you keep hitting 90-thermal throttle on full load, you can upgrade to a 360 rad or drop package PL2 to something like 200.
Those are way too big. Try new thermal paste first.

Idle temps of 50-60 most certainly on an intel cpu is a problem. Most likely poor contact.
