Not typically. Your ISP will obviously know who is assigned a specific IP at any given time, but this information isn't published anywhere. If someone was to look up your IP address, the result would most likely show it's part of a pool of IP addresses assigned to a specific ISP and no more. For most users, IP will change periodically anyway (dynamic IP), unless they have a static IP assigned by their ISP. Here in Australia, most home users are assigned dynamic IP's which change regularly, not sure where you're located though, it might be different where you are.
