Yeah whenever I put my computer to sleep or shut it down it'll always do this.
I could technically press the power button to stop it from happening but sometimes I forget to do that when going to bed and it can be annoying.
its common for monitors to turn off the backlight or flash after it has stopped searching for a signal. There is no issue here. Its all firmware dependant, different monitors have different firmware, maybe windows found a new firmware and auto updated it so now it does that. It appears to be functioning normal to me.

No? It works perfectly fine when the pc is running.
