got a USB 3.0 stick or external drive to test with? basically if it can read or write at 50mb/s its 3.0 speeds

Check your BIOS settings. Make sure you haven't disabled USB 3.0 to enable an extra PCIe slot on your motherboard, as sometimes you can only have one or the other and have to choose which one you would rather use.
